The Safavid Empire began from the rule of Shah Ismail (ruled 1501-1524). In 1501. And the Safavid Shahs had declared independence when the Ottomans outlawed Shi'a Islam from their territory.

Turkish language was spoken at Shah Esma'il's court. By having adopted Persian as official language and much of Persian culture the Safavids were mistakenly thought by outsiders to be Persian. But they were they Iranian with a unifying spirit.

The Safavid Empire was kept for one of Persia's golden ages in terms of the power. With that kind of wealth they instituted a Persian golden age in terms of art and techniques.
