You have learned that 2Kleen Energy, a wind power development company, is purchasing development easements on 2000 acres of private land.
This area is just west of the refuge and 2Kleen Energy wants to develop a large wind generation farm of 120 wind turbines.
The USFWS owns grassland easements on over a dozen tracts (totaling about 200 acres) within the site that 2Kleen is planning to develop.
Most of the landowners are excited about selling these development rights to 2Kleen Energy . You know that easements the Service holds do not permit permanent structures (at least, not without permission).
The maps that 2Kleen Energy has gone public with show that they intend to develop some towers and some access roads on lands which the Service holds easements.
The maps also show that they plan to put a power transmission line across part of the Refuge (fee title owned). This line will cross approximately one mile of the refuge.
The Secretary of Interior has made energy independence a priority. Should you grant a ROW to 2Kleen Energy?
