  • Purpose: To propose the Clemson University Undergraduate Student Senate’s selection for the 2017-2018 Capital Improvement Fund allocation.
  • HB: move to suspend the rules and send this bill into second read
  • SB 44 is now in second read
  • JS: move to propose a hostile amendment
  • AC: regarding the drones, is the lack of funding due to ITSAB or from another organization that also does this type of thing?
  • PG: essentially both, there is another group on campus that has gone to ITSAB → the Clemson Geospatial Technology Center, the presenter was also put in contact with that group
  • RR: can you explain the difference in the Brooks options?
  • JS: the real difference is in how much leftover was being allocated to the Brooks center; the ADA costs are being allocated, and then the remaining funds after the other allocations were to go towards some of the scanners but not all
  • CP: is the chair of honor included in the total?
  • JS: yes
  • PS: so for Brooks, fully funding accessibility part and partially funding technology component?
  • PG: yes that is what we are proposing
  • JL: did you guys talk about the concern of if the entire amount of the graduate stipend weren’t spent?
  • LD: for the fiscal year
  • BB: so for the air fresheners in CORE, how is that different from the Paw Pantry in a long term solution?
  • PG: we feel the Paw Pantry is a more long-term group on campus that is more established, and yield time to Kara
  • KD: use the discretionary fund to get $50 covered for air fresheners
  • BS: was it not pre-approved to house this clothing in the Career Center?
  • JS: to my understanding it was not, but I can yield some time to Jacob
  • JS: right now the plan was to put it in the webmaster’s office, but we also may have some more space in the future that opens up in the Career Center
  • LM: can you elaborate on the student patrol van?
  • PG: so in speaking with Todd he said he hadn’t heard of any requests from them yet in reaching out to facilities, but that he would be willing to partner with them to try to find some solutions here; he couldn’t guarantee anything but we did see other potential avenues to work this out
  • BD: for the bike rack, does campus not have bike racks to replace old ones?
  • PG: I think it was completely removed, not broken, due to a Lowry renovation project
  • JS: that renovation just finished up this semester, and to my understanding the bike rack is missing
  • LM: move to send this amendment to second read
  • This hostile amendment is now in second read
  • MG: con- I think most of these are great, but I would like to see the Brooks Center get a little more money and take away a table, because I think Brooks does get the short end of the stick often
  • BB: pro- great work, this has been very smooth this year, I like that we have found some other possible sources for some of the groups
  • BS: con- it makes me nervous giving all of the technology projects no money, and I am unfamiliar about the ITSAB funding process; I also agree with Madison and would like to give the Brooks Center some more money
  • MM: pro- these are great figures, let’s keep the debate going
  • JL: con- I want to echo some of B’s points about all the technology groups getting 0 money; also I firmly believe the Brooks Center should get full funding, and I also want to look into a little more the bike rack and adaptive sports program
  • MR: pro- I think this is a great starting point, and we can definitely make more hostile amendments after this; additionally for the groups that are being cut we are already planning to reach out to them with suggestions to alternative sources of funding
  • AC: con- regarding the chair of honor, Karl expressed that he thinks that project will be fully funded whether or not we use Capital Improvement money for it
  • JM: pro- for the adaptive sports intramurals, I think the stipend will be used very well to help this program get on its feet
  • JC: con- one thing I would like to see changed is to go from 11 to 10 tables and give the extra to Brooks as it is an underfunded part of campus; I also don’t feel comfortable giving 0 to the student patrol van without some concrete evidence from transportation that they would work with them
  • PS: pro- I think we should approve this amendment and change it from their on since we agree with most of these things
  • AA: con- Brooks has a big concern right now with lack of attendance at performances, and the iPads would help a lot with that marketing; also for the adaptive sports programs we should support the stipend because a lot of other universities already have similar numbers
  • LU: pro- I think we should pass this amendment
  • DK: con- I personally don’t like the tables under the library and want to see more of that money go towards Brooks; in the meantime it would be good to go to campus planning and see about a future possible new table design that students want more
  • DS: pro- this is great
  • BD: con- move to call this amendment to question

  • JR: pro- these numbers look pretty good
  • DS: con- move to make a hostile amendment

  • IK: pro- so from working with ITSAB and Capital Improvement in the past, I like seeing how we can look into splitting up the funds to better fit student needs

  • MM: con- I would like to see the chair of honor funded to continue Clemson’s rich military history
  • MP: pro- I know for sure that the chair of honor said they can get funded
  • MR: con- I am fine dropping the bike rack, but I talked to Karl about a year ago regarding this project and it still hasn’t happened but this is something they really would like to see happen here to show support to those who have given their lives for our country and honoring our history
  • JH: pro- I am in support of these numbers and I love military heritage on this campus, but with Karl saying he could get money elsewhere I would like to see this money go to another project
  • PG: con- I think we should vote on this by parts, we have tried to work on increasing biking accessibility on this campus, and also would love to show CUSG support for the military heritage
  • BD: pro- I really support these 2 numbers, we can probably get campus to put another bike rack out there without our money, and the chair can request from the Big 7 budget hearings coming up
  • CJ: con- move to vote on this amendment by parts
  • CJ: pro- Kara did a great job with this
  • MH: con- move to propose a hostile amendment

  • CJ: so since there is some money left over, where would you hypothetically want that to go?
  • JH: I would say the Brooks Center or the clothes closet

  • MP: con- I am a member of a Big 7 org, and we ask for things like these tables in our Spring Budget hearings; I don’t think this is necessary for capital improvement and they can get money from funding board
  • DS: pro- I like funding both of the military projects, this shows we really care beyond just the fundamentals of Big 7
  • MR: con- in reaching out to Karl, he said there are 4 other possible sources but he has not reached out to them and at least 3 he doesn’t believe have the budget to fund it; we should not be funding the ROTC table and display as they can go through the Big 7
  • MH: pro- general information regarding funding board; a lot of these project ideas are suited toward funding board, but funding board has no obligation to fund something just because capital improvement doesn’t, so although funding board is a viable option it is not a guarantee and they have their own processes
  • JC: con- we would like to fund the van
  • CJ: pro- let’s have some more debate
  • JM: con- I know this display case is more of a need than the table, but I do think we should put this money towards projects that will have a longer lasting impact on campus
  • JR: pro- I think the display case is doing exactly what capital improvement says, so I think giving them that $2,000 is what we’re here for
  • BB: con- move to vote on this hostile amendment by parts

  • MG: 20 hour a week stipend for a graduate student

  • JH: con- I don’t think the Brooks Center needs full funding, I don’t see the mobile box office really getting them a packed auditorium; would like to see that money back to the clothes closet, and the outdoor tables get a little more money for outdoor wellness
  • AA: pro- I do like the professional clothes closet, but the space isn’t fully secured, and all the womens clothes have very different sizing than mens, but I like the starting point; I also think half funding for the outdoor tables is great, and we have this money right now to spend
  • MH: con- move to call this amendment to question
  • MR: pro- it’s going great

  • JS: I remember being at the grad student walk-out, and I remember the graduate students talking about being struggling financially, would that extra money help?
  • … yes any extra money would be beneficial but I wouldn’t want to go above 20 hours a week
