Senator Tillis was elected to the NC House in 2007 and became Speaker of the House in 2011.

In 2011, he won the ALEC Legislator of the Year Award.

While attending an ALEC Meeting, he learned about P3s and about CINTRA, a Spanish company affiliated with ALEC who builds P3 toll roads.

He came back to Raleigh from that meeting and introduced legislation that allowed P3 construction in NC.

Rep. Thom Tillis marginalized anyone who fought against/disagreed with P3 Toll Roads (I.e. Rep. Robert Brawley).
