WASHINGTON, D.C. — During a Rose Garden press conference Tuesday evening, President Trump delivered a clear, comprehensive and urgently needed indictment of the “unrestricted warfare” the Chinese Communist Party has waged against the United States for decades. In addition to cataloguing the myriad ways in which the CCP has harmed the United States, its people and its vital interests over those years, Mr. Trump sharply contrasted his approach to our time’s existential threat to freedom with that of former Vice President Joe Biden, which has throughout this period been one of supporting and enabling China’s “rise.”

(CPDC, https://presentdangerchina.org/) has, since its inception in March 2019, argued that such a choice must be afforded the American people. It welcomes the opportunity to contribute to encouraging and informing a popular mandate for the next Commander-in-Chief with regard to eliminating the threat posed by the Chinese Communist Party — to us, to freedom-loving people elsewhere and to those of China, as well.

One of President Trump’s most consequential statements during Tuesday’s White House event came in response to a question from the media. He declared his opposition to U.S. investments in “Chinese military companies” and that we would soon see more tangible actions to prevent that.

Such an initiative tracks with recommendations repeatedly made by the CPDC (see here, here and here) and most recently by one of its most influential experts on the capital markets issue portfolio, former Reagan Senior Director for International Economic Affairs Roger W. Robinson, in public remarks last Thursday before the Securities and Exchange Commission. Highlights of Mr. Robinson’s presentation can be found here and included this observation:

They’re appalled to know that they’re fueling the human rights abuses of the surveillance state, for example, and the social credit system. In response to the question, “Your administration has taken tangible steps to ensure that Chinese companies are not taking advantage of our U.S. stock markets…. Last week, your administration sent a letter to the Railroad Retirement Board asking them to reconsider investments in Chinese defense … firms…. And are you taking tangible actions to ensure that U.S. investments don’t continue to fund defense firms in China?,” Mr. Trump said: “Yes, and you’ll see more coming. This was a very important bill that we signed [i.e., the Hong Kong Autonomy Act]. But you’re going to see more coming over the next short period of time. But, yes, we don’t want them investing in Chinese military companies.”

In his remarks before SEC Chairman Jay Clayton, his colleagues and their counterparts in the Public Company Accounting Oversight Board (PCAOB), Mr. Robinson also strongly criticized the fact that China is “non-compliant with federal securities laws…”:

All of these make for a golden invitation for fraud and investor protection-oriented problems for the American people — not to mention, the national security and human rights abuses that we’re seeing more and more of as we take a deeper look as to exactly which companies are in our markets and what they’re about and what their subsidiaries are about….

“In the case of regulatory oversight, I’d have to fault the SEC here, as well as PCAOB…. It’s very clear that China’s receiving preferential treatment over their American corporate counterparts today. There’s something terribly wrong with that picture. That MOU signed in May of 2013 has turned out to be a scandalous fixture and every day that it continues is a shock to me, frankly.

It is extremely gratifying that, here again, within days of Mr. Robinson’s presentation to the SEC/PCAOB, the Trump administration declared its intention to act in a manner consistent with his counsel. As Reuters reported on July 14:

The Committee on the Present Danger: China commends President Trump and those of his subordinates who grasp the full magnitude of the threat posed by the Chinese Communist Party massively tapping into our capital markets in a totally undisciplined, preferential and non-transparent fashion. It salutes them for taking steps to that end like those espoused by Mr. Robinson and the CPDC.
