Whatever you bind on earth shall be bound in heaven; and whatever you loose on earth shall be loosed in heaven”(Mt 16:19)— it seems that Jesus is granting Peter a unique authority over the Church.

“The First Vatican Council further defined papal infallibility, which holds that the pope is preserved from error when teaching dogmatically on matters of faith and morals.”

“In Lukes Last Supper account, Jesus confronts Peter and predicts that Peter will deny him, but then reassures him: “I have prayed that your own faith may not fail; and once you have turned back, you must strengthen your brothers"(Lk 22:32)

The First Vatican Council further defined papal infallibility while Second Vatican Council began its teaching first on the ministry of the bishops and then addressed the pope in relationship to the bishops.
