First the primary exposure of three for HDR processing. This is straight out of my camera. I used a Sony a6000 here.
Then I combined three photos. Normally I would would use Photomatix, but I went with Pro HDR X on the iPad for this one.
Not bad, but the sky is boring. And there's some distractions like the tank topped tourist walking into the frame. So I used Touch Retouch to erase the tourist.
Then I used the same app to erase the parked cars.
The sky needed a few clouds, so I used Adobe Photoshop Mix to add a sky from another photograph.
I then used Snapseed to boost the color and brighten up the dark areas, sharpen things up, and clean up a few more areas.
