  • Call to order
  • Invocation by Senator Brock
  • Pledge of Allegiance
  • Roll Call by Secretary Donovan
  • Senators Weaver, Sutherland, Sommer, Kibler, and Finley were found absent
  • Approval of the Minutes
Presentation by Student Body President Killian McDonald
  • Importance of talking about Clemson history and teaching students and the community about it, as a student-led initiative
  • AM: move to open the gallery
  • MR: starting a historic tour guide group from Steven Patrick, are those separate initiatives?
  • KM: I met with the head of tour guides and definitely think that is a good place to start with this, haven't spoken with Steven Patrick yet but I like the idea
  • MR: would this focus more on Clemson history or just the parts we don’t usually talk about?
  • KM: I would say it’s all part of one Clemson history so it would be together and not separated as different histories
  • AM: CU 1000 does a little background history, would that be something you would like to work on incorporating more history?
  • KM: I think we need something a little more comprehensive, making sure we are depicting what actually happened
Presentation by Associate Professor of African American Literature Dr. Rhondda Thomas
  • At many universities I’ve visited, these projects on history have students at the forefront, and we need to make that a part of telling Clemson’s history as well
  • Come to our meetings, they happen every month and I really want to see you all there
  • Consider starting a student tour guide guild at Clemson
  • At UVA, the student who gave that tour laid it all out on the table, both things he was comfortable with and things that may have been more difficult
  • A member of the first generation of my family who was even eligible to apply to Clemson
  • South Carolina was the last state to integrate its public schools in 1963
  • Clemson was built by convicted laborers, the youngest of whom was 12 and the oldest was 77, made at least a million bricks for the buildings on our university
  • At the time Clemson was built, theft was a felony
  • Harvey Gantt was the first African American to be admitted to Clemson in January of 1963, but only after a lawsuit that went all the way to the South Carolina Supreme Court
  • JL: can you tell me more about the Black Clemson tour?
  • RT: developed a tour through a grant from the Office of Inclusion & Equity, and the Gantt Center is for the time being going to continue that project, also planning to launch it as a Creative Inquiry
  • JC: what inspired you to pursue this project?
  • RT: the plantation house- I took a tour of Fort Hill and slavery was not mentioned, and when I asked why the guide said it was too controversial, so I decided to try and find out about enslaved people in Clemson history; as a university we need to be concerned about telling stories that are as accurate and inclusive as possible
  • SP: mentioned that your group meets monthly, when are those?
  • RT: Clemson History Implementation Group, usually meets the first Wednesday of each month at about 10am
  • EG: how would you get involved with the CI?
  • RT: it would be posted on the website and we will send announcements out to the whole campus when that is launched, and we want it to be interdisciplinary as well
  • MP: what do you think is the best way to memorialize African Americans on our campus?
  • RT: some people say we should put up a statue, others say that is a relic of the past and we should look at interactive spaces, like a plaza where there can be outdoor events, etc.- I would like to see spaces on campus that evoke call-and-response and allow people to see imagery associated with African American history on campus, and images that provoke conversation, also need to think about what we can do for the local community as many descendants are still living around the area
  • PG: Ben Tillman as a redshirt, curious of the coinciding of the timeline of Clemson being founded as a military college and also the redshirts?
  • RT: yes I have, right after Ben Tillman leaves the office of governor, I have seen many court records of crimes of desperation, and you’ll see Tillman going across the state at election time and coerce African Americans to vote with the Democratic party (conservatives at the time), and Tillman was involved in a race riot in the Barnwell county area where a state senator was killed- Tillman advocated and participated in violence against and lynching of African Americans; there is also a biography with many of the ideas of the white supremacist ideas of Tillman
  • PH: could you tell us more about the first Clemson group for African American students?
  • RT: it is the forerunner for the current Black Student Association on campus, we know their numbers were very small, and it must have been very difficult for the first wave of African American students on campus, they tried to create a more inclusive environment for black students, the Greek societies came afterwards, and then today’s organization
  • Gallery: do you think Clemson should incorporate a policy with rights for the descendants of slaves?
  • RT: there are conversations about scholarship options right now, but we have to decide what descendants we are talking about, and after that determining if it would be a partial scholarship or a full scholarship, etc. so we have to decide what our parameters are, and then who, and then how much
  • KM: cabinet will be going on one of Dr. Thomas’ tours, and any of you would be welcome to come along on that tour and also have a good discussion afterwards- it will be Wednesday the 29th at 3:30pm and meet in front of Sikes
  • RT: please seek me out and come talk to me if you have ideas or want to know more about many aspects of Clemson history whether that’s military history, African American history, architecture history, etc.

  • KS: move for a roll call
  • Senators Weaver, Sommer, Kibler, and Finley were found absent

Old Business

  • Senate Bill 24
  • Author: Miller Hoffman
  • Purpose: To update the Legislative Branch bylaws to reflect the appropriate changes to update the bylaws and procedures of the Legislative Branch.
  • JS: con- move to call this bill to question
  • SB 24 passes

New Business

  • Senate Bill 28
  • Author: Miller Hoffman
  • Purpose: To approve the recommended non-operational appropriations.
  • JS: move to open the gallery
  • BB: since $198 is under the amount of $200 for non-operational for United Nations, why isn’t it operational funding?
  • MH: due to the fact that the event it is surrounding is a non-operational type event
  • SS: move to send this bill back to F&P
  • SB 28 is back in F&P
  • Senate Bill 29
  • Author: Miller Hoffman
  • Sponsor: Connor McCormick

  • CJ: purpose of this funding?
  • MH: catch them up until July, barring any emergency funding, and they won’t come back in until Spring Budget Hearings with the other Big 7 orgs
  • AS: move to send this bill back to F&P
  • SB 29 is back in F&P

  • JL: I’d like to propose a friendly amendment, changing “, and” in line 4 to “. Therefore”
  • Amendment accepted
  • MR: move to send this bill to second read
  • MR: pro- Club Tennis is awesome we should let them do their thing
  • JC: con- we don’t know how much they’re paying each time
  • JC: pro- we should pass it
  • LU: move to call this bill to question
  • SB 30 passes
  • Senate Resolution 04
  • Authors: Patrick Gorospe and Peter Sterckx
  • Sponsors: Owen Phillips and Collin Braeuning
  • Purpose: To express Undergraduate Student Senate support for the allocation of the Hendrix Student Center bookstore space for the purpose of a Makerspace.
  • MR: where is the money coming from for this?
  • OP: this is a start-up conversation, other universities have invested money into their spaces and the rest of funding came from outside donors, and we can also utilize many things already on campus
  • PG: in speaking with campus planning, we also want to keep the yearly budget for this project under $1 million, so this wouldn’t be a 1-year project, but rather a slower process that takes place over time and with increasing donations
  • MR: some of those schools listed charge students, so is that something you would consider implementing?
  • PG: not entertaining that right now, but also a little early to look into the budgeting for the space
  • OP: some of the schools who do charge are at max pulling in $50k, and they use that as a means to demonstrate commitment from the students rather than funding
  • MR: some of the spaces listed are open to the public, so how would you all be considering this space?
  • CB: we want to show administration the wide variety of forms that this can take, but usually schools who allow the public to enter do charge a fee to them
  • BB: you all mentioned that you would like to use the entire space, but what would you do if they decided to give you a portion of the space?
  • OP: we would utilize it to the fullest, whatever that may mean, like what we are currently doing in Watt
  • CB: if we are to share space, we would like to look into sharing with some of the competition teams like Baja SAE, etc.
  • OP: we are proposing bringing other spaces in and centralizing them like the Bits and Pieces Lab, so not just the Makerspace but really bringing other spaces together on campus
  • PG: also, if we were given a part of it, it would still be a huge win, and whatever group receives the rest of the space would be a way to increase exposure and drive foot traffic to that area, which is part of the reason why we see Hendrix as an ideal target space
  • BB: so what happens next if we do approve this?
  • PG: the proposal will be given to the executive leadership team with this resolution as a letter of support from CUSG, and this would help us be taken more seriously
  • ZP: how many organizations or groups are competing for this space?
  • CB: haven’t been able to get a real number on that, but we are the only organization with a proposal written at the moment
  • PG: from Senator Livingston he has heard around 20, but we haven’t been able to find out what orgs those are or to read their proposals
  • ZP: from a student government perspective, should we be picking favorites about which organizations should get the space?
  • PG: in the purpose statement, it doesn’t say to allocate all of the space or to only allocate space for this purpose, but CUSG as a body has already expressed support for allocating space to other groups on campus
  • MB: since this is such a large space to allocate, what type of initiatives would you take to ensure a wide variety of students take advantage of it?
  • OP: so in the first semester of the Makerspace, it was a lot of engineering students coming in, and through the semesters the majors visiting has increased in variety
  • CB: also we would like to put this in Hendrix since currently in Watt it is seen as a STEM or strictly engineering space, and we think Hendrix might eliminate some of those deterrents
  • LU: would the expectation be for individual labs and makerspaces to give up the spaces they have now and move here?
  • OP: for most of the spaces it would be both, because their spaces are subpar to other universities at the top-20 level, and they do have specific needs where they require their own space to teach classes, etc., but we want to bring these features to the rest of campus and make it a more centralized location
  • JC: move to exhaust the speaker’s list
  • JL: have you spoken with members of the delegation committee?
  • PG: we have spoken with campus planning but not that committee yet
  • OP: have spoken with Doug Hallenbeck, and are taking this proposal to the Provost Office
  • MP: will this space go to 1 organization?
  • OP: not necessarily, the goal is to start having conversations about this space
  • Gallery: we don’t have a space for rocket engineering team, and we think having somewhere central like this would be fantastic
  • CJ: other possible spaces?
  • OP: having conversations about spaces in the Watt Center, so if the Hendrix Student Center doesn’t work out, this resolution would show that we need this space
  • CB: there are a couple places on campus that they aren’t entirely sure what is being done with like Sirrine, but these are 3-4 years in the future
  • PG: Hendrix would also be good in the sense that there is a loading dock, storage space, etc.
  • CJ: what would the timeline look like if you were granted the space?
  • OP: bookstore likely not moving out until May, so there would need to be plans for renovations, impact on campus, etc., so we are still looking at what that final timeline would be
  • AS: if you were allocated space, what would happen to the Makerspace in Watt currently?
  • CB: that wasn’t really intended to be the permanent location, but the immersive space on the 3rd floor and many other student-led initiatives are looking to get started and could use that space
  • MPS: move to send this resolution back to committee
  • SR 4 is now back in committee
