THE NEED FOR A NEW STRATEGY
FOR 95 YEARS, WE HAVE CREATED POSITIVE CHANGE THROUGHOUT RACINE COUNTY. THANKS TO THE TIRELESS EFFORTS OF THOUSANDS OF VOLUNTEERS, INCREDIBLE CORPORATE PARTNERS, AND MANY DEDICATED PARTNER AGENCIES, UNITED WAY OF RACINE COUNTY HAS TOUCHED HUNDREDS OF THOUSANDS OF LIVES IN OUR COMMUNITY.
In 2015, United Way of Racine County announced it would transition its focus to BUILDING AN EDUCATED WORKFORCE. This followed a two-year process of working with a number of volunteers from all walks of life to develop a strategic plan. This was a bold and critical move intended to ensure a positive impact on Racine County and an effective investment of community dollars.
After reviewing community conditions and conducting a thorough analysis, United Way found that resources needed to be realigned to better reflect the community’s issues.
What we heard from our donors and the community—and what we learned through careful analysis of local data—indicated that it was time for a fundamental change. In order to create the greatest change in our community, United Way of Racine County developed a strategic plan that established goals and measurements to guide our work.
The United Way board unanimously voted to dedicate resources to initiatives and programs that will move the needle on the focus of BUILDING AN EDUCATED WORKFORCE. Our updated investment process provides clearer measurements for United Way funded agencies whose work aligns with our strategies. This creates a more competitive annual review process based on agency performance and funding availability.
A PLAN TO CREATE IMPACT
United Way of Racine County directs resources strategically in order to create the greatest impact. We believe that the most effective way to do this is by focusing on the long-term economic mobility of our community and its residents.
Below are the strategies United Way of Racine County developed in Health, Education, and Financial Stability, as a result of our Strategic Planning process, followed by their corresponding outcomes for 2025.

A plan to meet basic needs.
While issues such as poverty, homelessness and food security are very important, long before individuals and families fall into a crisis situation, there are most likely issues in education, income, and/or health that are inextricably linked.
United Way works to find ways to make the greatest impact on Racine County and creating solutions for the long term. By focusing on Building an Educated Workforce, United Way will address the root causes to many issues, which will in turn create a decreased need for basic needs services over time.
United Way continues to support the efforts of our various community partners that administer basic needs programs. Basic needs programs (food, clothing, shelter, etc.) serve our county’s most vulnerable residents by making sure they have adequate access to services that allow them to become stable and work towards self-sufficiency. Now and into the future, United Way will continue to support the efforts of our various community partners that administer basic needs programs.
