In Jesus’ message to St. Peter- I will give you the keys to the kingdom of heaven. Whatever you bind on earth shall be bound in heaven; and whatever you loose on earth shall be loosed in heaven

There have always been opponents to the pope’s authority and universal jurisdiction over the Church, also called papal primacy. This teaching has origins directly from Christ’s commissioning of Peter to be the visible head of the Church.

This is the position of preeminence that is attributed to Saint Peter among the Twelve Apostles. Mt 16:18 And so I say to you, you are "Rock", and upon this rock I will build my church, and the gates of the netherworld shall not prevail against it.

The First Vatican Council further defined papal infallibility, which holds that the pope is preserved from error when teaching dogmatically on matters of faith and morals. A difference was that the Second Vatican Council began its teaching first on the ministry of the bishops and then addressed the pope in relationship to the bishops.
