Billy boards the airlock.
He asks the Tralfamadorains why him.
They express to him that there is no why, he doesn't understand.
"You need't worry about bombs, by the way. Dresden is an open city. It is undefended, and contains no war industries or troop concentrations of any importance" (Vonnegut 146).
The Englishman talks to the Americans and reassures them.
He states that there is no need to worry about bombs in Dresden because it's an open city and there are no war industries present.

*****This is ironic because Dresden gets bombed later in the book*******

"Billy had a framed prayer on his office wall which expressed his method for keeping going, even though he was in enthusiastic about living" (Vonnegut 60).
"There was a silver chain around Montana Wildhack's neck. Engraved on the outside were these words...." (Vonnegut 208).
When Billy's exhausted and wants to give up, he looks at his wall.
On his wall is a framed prayer he lives by.
Montana, who Billy was predetermined to mate with inside the zoo, had the same quote inside her locket that's Billy's favorite.
"I wouldn't have any idea what was meant by 'free will.' ..... Only on Earth is there any talk of free will" (Vonnegut 86).
The Tralfamadorians express to Billy that before coming to Earth they didn't know what 'free will' was.
Out of all the planets they've been on, only Earth uses free will.
"...It predicted the widespread use of burning jellied gasoline on human beings. It was dropped on them from airplanes.... They had no conscience, and no circuits which would allow them to imagine what was happening to the people on the ground" (Vonnegut 168).
By robots, they mean humans who have no control over their actions. They're just taking orders from their superior.
Not knowing that their planes held bombs, or who will be affected they followed orders. After, regrettingly finding out they set Dresden and its residents on fire.
When the Dresden bombing happened later in the book, there was a déjà vu moment because the book described characteristics of the bombing.
