Britain is on a collision course with China after Boris Johnson approved plans last week to build up alternatives to Huawei in the 5G network,

a move that caused a heated cabinet split in the government’s most secret committee.

China’s ambassador to the UK, Liu Xiaoming, has privately fired a warning shot at the government, telling business leaders that abandoning Huawei could undermine plans for Chinese companies to build nuclear power plants and the HS2 high-speed rail network.

Government officials dismissed the comments as “sabre-rattling”.

In a recent briefing Liu signalled that the decision over Huawei was being seen in Beijing as “a litmus test of whether Britain is a true and faithful partner of China”,

words interpreted as a threat by those listening.

China has a minority share in nuclear power plants at Hinkley Point in Somerset and Sizewell C in Suffolk,

both in partnership with EDF of France.

But China General Nuclear Power Corporation also hopes to build its own nuclear reactor at Bradwell in Essex,

a deal that a full-blown diplomatic war could put in doubt.

Liu’s comments came as the National Security Council(NSC)signed off plans to work with Britain’s Five Eyes intelligence partners to build western alternatives to Huawei.

The discussion became “highly colourful”,

which is Whitehall code for a big row.

Johnson sided for the first time with minister who want to take a tougher line with China.

Johnson

The hawks include the defence secretary, Ben Wallace, and the home secretary, Priti Patel.

Michael Gove is a recent convert to the “get tough”camp.

Michael Gove

His altered stance brought an amused comment from Johnson,

who pointed out that the cabinet Office minister had been a senior member of the coalition government under David Cameron and George Osborn,

who had sought a “golden era” of good relations with Beijing.

“The PM teased Gove,”a source said.

“Boris said : ‘But Michael, weren’t you an architect of the golden era?’”

In January Huawei was given the green light to build up to 35% of the 5G network.

But the NSC meeting clears the way for that to be reduced or block, as many Tory MPs want.

Johnson’shift came in the face of lobbing from Rish Sunak, the chancellor, Alok Sharma, the business secretary, and Oliver Dowden, the culture secretary, all of whom had argued for continuing close economic links with China.

Dominic Raab, the foreign secretary, backs trade with china but supported moves to build alternatives.

Sir Edward Lister, one of Johnson’s senior aids, held crisis talks with Huawei executives last week.

He told them by conference call that the company’s fate would be clearer next month, when a security review into Huawei technology was due to report back.

Experts at GCHQ are examining moves in America to ban Huawei from using any US technology,

a move that British spies think will make Huawei depend on less secure Chinese microchips.

A Source said: “Eddie’s message was, ‘We don’t hate China and we haven’t changed policy’.

But he warned them that they have serious problem with the Americans and the parliamentary party.”

Huawei has hired five public affairs companies to make its case inside and outside government.

A senior government source warned that any efforts to blackmail Britain would fail:

“Rhetoric like that would be counterproductive.

I don’t think the system or the people will respond well to threats at the moment.”
