How citizens feel about their leaders

Machiavelli defines being feared as a result of being cruel. "Cesare Borgia was reputed cruel, yet his cruelty restored Romagna, united it, and brought it to order."
Machiavelli defines being loved as a result of being merciful and "the tie of obligation."

Extremes of either are bad

Too much fear...
Too much love...

Peace or war

To be feared means your people are obedient.
To be loved means your people will fight amongst themselves.

Which is safer?

if you are feared but not hated none will attack you.
If you are loved your people will turn against you because they are fickle.
