Kevin Warr

Practice Area Lead

Dr. Kevin Warr is an experienced development professional with over 20 years of experience including designing, implementing, managing and evaluating USAID programs. He is a skilled evaluator and leader in the field who combines a keen technical understanding of current monitoring and evaluation practices with a track record of successful project implementation. Kevin has designed and taught performance management and evaluation courses for USAID throughout the world as well as designed and led performance evaluations in the fields of energy, water and governance. A veteran of USAID’s Energy Team, academia, non-profit and for-profit development organizations, Kevin now serves as a practice area lead for the Strategy, Evaluation and Analysis practice. Kevin holds a bachelor’s degree in political science from Wheaton College (IL), a master’s degree in international affairs from the George Washington University and a doctorate in international relations from American University in Washington, D.C.

Jeremy Gans

Task Order Manager

Jeremy Gans is a technical manager with over 15 years of experience in project management, research and policy analysis. At MSI, he focuses on the design, implementation and management of evaluations and analytic studies. He has managed over 100 evaluations, assessments, trainings and other short- and long-term projects for USAID and other U.S. government and international clients. Prior to joining MSI, Jeremy worked as a researcher for the Open Society Institute and for a Peruvian civil society organization, and served as research director for a Washington, D.C.-based drug policy organization. He received a master’s degree in international economics and international affairs from Johns Hopkins University's School of Advanced International Studies and his bachelor’s degree from Northwestern University.

Amanda Janczak

Senior Project Manager

Amanda Janczak is a senior project manager with a strong background in managing complex M&E projects around the globe. Currently, she supports the firm's Strategy, Evaluation, and Analysis projects including the E3 Analytics and Evaluation Project. Amanda works with diverse teams and clients, including USAID in Washington and missions. Prior to joining MSI, she worked for an international NGO focused on education, workforce development and youth inclusion. Amanda holds a M.A. in international development from the University of Pittsburgh and B.A. in international studies and history from the University of Wisconsin-Madison.

Carolyn Fonseca

Senior Evaluation Researcher

Dr. Carolyn Fonseca has more than 10 years of experience in research and evaluation in the fields of environment, education, economic development, gender, science and technology, infrastructure, engineering, policy analysis and applied research and methods. Carolyn has broad expertise in designing and implementing evaluations across Latin America, the Middle East, Africa and Southeast Asia. As a AAAS Fellow at USAID, she worked on several large programs including SERVIR, Agency-Wide Construction Assessment, Open Data Initiative, STIP, and provided support to various units including the Water Office, Global Climate Change Office, the Development Lab, the GeoCenter, Land Office and E3 leadership. During her year at NASA, she designed the first results framework and theory of change for the Applied Sciences Capacity division. Isaac Morrison

Evaluation Specialist

Isaac Morrison is an evaluation specialist with broad experience as an educator, analyst and ethnographer. Prior to joining MSI, he worked for six years with a variety of advocacy, heath and development organizations in the public and non-profit sectors. His work at MSI has included a civil society building evaluation in Macedonia, a monitoring and evaluation program in Pakistan and an extensive assessment of the Middle East Partnership Initiative’s (MEPI) rapid response grant making practices during the Arab Spring. A member of the American Anthropological Association and the American Evaluation Association, Isaac has presented on media tracking, social capital mobilization and protecting client confidentiality through data sanitization. He holds a master’s degree in Anthropology with a focus in international development from The George Washington University.

Molly Hageboeck

Senior Advisor, Research and Evaluation

Molly Hageboeck has more than 30 years of experience as an evaluation specialist. In the 1970s, she was involved in developing and disseminating the Logical Framework, a management tool for improving project design, implementation and evaluation that is still in use around the world. She has served as USAID Chief of Staff and was actively involved in the development and application of strategic planning and performance measurement systems for U.S. government and international donor assistance programs. Molly has consulted on evaluation and organizational management for the United Nations, the Peace Corps and other public and private sector organizations. She has a master’s degree in economic development from Princeton University.

Jacob Patterson-Stein

Technical Manager

Jacob Patterson-Stein is an experienced evaluation specialist who has provided technical support for impact and performance evaluation projects in Sub-Saharan Africa and Asia. His expertise includes survey design and implementation, managing field teams, evaluation design and quantitative analysis. Jacob leads trainings in impact evaluation design and methods for USAID missions, implementing partners and local government stakeholders. His academic training focused on the use of randomized and quasi-experimental evaluation methodologies, as well as using cost-effectiveness models to inform development policy. In addition to his international experience, he has provided analytical support for clients such as the U.S. Departments of the Treasury, Housing and Urban Development and Small Business Administration. Jacob holds a bachelor’s degree in classical humanities from Miami University and a master’s degree in international development policy from Georgetown University.

Irene Velez

Technical Manager

Irene Velez has over seven years of experience designing and implementing impact evaluations across various sectors in Mexico, Guatemala, Cambodia, Kyrgyzstan, India and Kenya. Her expertise includes experimental and quasi-experimental methods to measure program effectiveness, as well as educating and engaging stakeholders on evaluation design. Irene has extensive experience with large data collection efforts, from designing survey instruments and developing sampling plans, to training survey teams and ensuring high-quality data collection. Prior to joining MSI, she led the implementation of a large-scale randomized controlled trial to measure the impacts of microcredit for women in Northern Mexico. Fluent in Spanish, Irene holds a master’s degree in international development policy from the McCourt School of Public Policy at Georgetown University and a bachelor’s degree in economics from Wellesley College.

Tim Reilly

Technical Director

Tim Reilly is a strategic management and performance improvement technical manager. He has significant expertise and experience designing, conducting and managing a wide range of evaluation and research activities, including process and impact evaluations, value for money assessments and the development of logic models and monitoring frameworks. Recent activities include designing a comparative five country study on development sustainability, providing advice to grant applicants and grantees through the Monitoring, Evaluation and Learning (MEL) Support project, and working with DFID and other donors to develop a donor monitoring framework in the Somalian governance sector. He has delivered projects for the USAID, the UK Department for International Development, the UK Foreign and Commonwealth Office and the UK Stabilization Unit. Tim has a law degree from Columbia University and a master’s degree in African studies from the University of London, School of Oriental and African Studies.

Antoinette Melnyk

Technical Editor

Antoinette Melnyk is technical editor and communications specialist. Most recently, she worked as a consultant for organizations such as QED Group and Open Government Partnership, editing evaluation reports and proposals. She has taught international relations and development at George Mason University, and developed a monitoring and evaluation handbook for the Egyptian Ministry of Education. She has experience designing and implementing evaluations and working with USAID contractors. She has a doctorate and master's degree in international studies.

Gwynne Zodrow

Technical Manager

Gwynne Zodrow provides monitoring and evaluation support to multiple government and private sector clients in a variety of areas, including health, agriculture and food security. Her expertise includes strategic planning, results-based management, monitoring system development, qualitative and quantitative research, survey design and implementation and data collection and analysis. Currently, Gwynne supports projects in West Africa, providing technical assistance and facilitation to local implementing partners and USAID Missions. Gwynne received a bachelor's degree in sociology and international studies from Portland State University and a master’s degree in global public health from George Washington University with a concentration in program development, monitoring and evaluation.

Elena Szost

Project Manager

Elena Szost is a project management professional who provides financial, contractual, coordination and staffing support for MSI on a variety of projects for clients like USAID and MCC. She currently supports a large monitoring and evaluation project that examines international development activities around the world to identify areas for improvement and investigate effective strategies for the future. Elena also manages projects focused on countering violent extremism research, renewable energy programming, and strategic communications and has managed multiple professional and organizational development projects focused on honing international development professionals. She holds a B.A. in both economics and international relations from Grand Valley State University.
