Valparaiso: Inner City Revitalization VALPARAISO, CHILE

PROJECT OVERVIEW: CHL CHILE focuses its work in the recovery of historic residential buildings for low – cost apartments for the local population. Due to several historic events the once flourishing harbor city of Valparaiso fell into decline. These events included the opening of the Panama Canal, the discovery of synthetic nitrate, but also erroneous political decisions in the 1940s. As a result, business left the city, and the middle and upper classes moved to Vina del Mar or Santiago. Valparaiso became a city with a rich material and cultural heritage, but without the necessary economic investment to prosper. The city center is in ruins and underutilized. CHL Chile has an ambitious agenda to restore the city center, reduce urban sprawl and the associated commuting, and address the predominance of private transport. Some projects have received government subsidies.

COMMUNITY ENGAGEMENT: Civil society is very active in providing public support for CHL Chile. It has been instrumental in making progress in various ways, including support for the conversion of historic building to affordable housing, and the maintenance of historic shop spaces for small local businesses. These efforts have had to battle against big retail chains and have also received some government subsidies.

PARTNERS: CHL Chile works with many civic society partners, and also seeks support from Government . Partners include a small team working out of the “Duc”, a center for contemporary urban development. This group provides meeting space, but also helps host exhibitions and conferences. Heritage projects are supported by ‘Ciudadanos por Valparaiso’.
