The Council of Florence (1439), the Fifth Lateran Council (1512–1517), and the First Vatican Council (1869–1870) reaffirmed papal primacy. Pope Leo the Great also used biblical, historical and legal arguments to assert the primacy of the pope among all bishops.

The Second Vatican Council began its teaching first on the ministry and the bishops and then addressed the pope in relationship to the bishops. The First denied Papal infallibility which holds that the pope is preserved from error.
