New Tricks for Old Properties-Adapting Properties to the Modern Economy

This presentation will explore transient residential uses, agritainment/agritourism, and reuse of vacant commercial properties. Regulatory impacts, zoning changes and other techniques to accommodate and regulate novel uses will be explored by a panel of three attorneys with experience representing municipalities and private developers.

Use of Force and Other Policing Issues

This session will address current issues that involve police use of force and internal affairs investigations. Views will be offered on the subjects from the perspective of police labor associations and from the perspective of municipal officials who are charged with the responsibility to operate safe, efficient and constitutional law enforcement services. Get guidance on how to avoid legal and political pitfalls that can expose municipal police officials to costly civil rights liability and unnecessary labor disputes.

Quality of Life Ordinance Enforcement

Local governments regularly receive complaints from residents of conduct which ranges from annoying to dangerous. In this session, the panel will discuss these complaints, and available means of enforcement, from both the local official and solicitor perspective. The session will include review of recent court decisions, existing and proposed legislation, and ordinances which give communities the tools to address conditions which impair resident quality of life.
