A refugee is a person fleeing from war. A huge war is going on and about in Syria right now and most people were forced to leave to survive.
Some governors think they have the power to stop the refugee program in their states. But the U.S has laws about turning down refugees. The biggest refugee act was in 1980 it is written in the act that the United States is responsible for refugee settlement.
And that the states are not allowed to strike back. But that does not stop certain states like the state of Indiana from not fighting to stop refugees coming to their states.
