2016 in Review

The following are several highlights of accomplishments of the Office of Continuous Improvement in 2016+

This has been a TRUE collaboration across many department partners including Community & Family Engagement, Network Teams, Facilities, Fiscal, RAD, Teaching & Learning, Operations, Talent, IT, and many others...


Soft and pubic roll-out of the Oakland School Performance Framework
Launch of the Weekly KPI blasts and monthly KPI central office sessions to monitor school performance
Launch of CSI Leadership Advisory for 7 months with principals and AP's from across 13 schools advising on methods of continuous improvement
Collaboration with Student Leaders and Parent Leaders in summer advisory sessions on reporting school performance


Launch of the Strategic School Decisions Meetings to support School Portfolio Management decisions
Fall Call engagement and planning efforts in West Oakland resulting in five in-depth needs assessments based on Quality School Development Pillars
Launch of a collaboration with the Elevation Network to support 16 highest need schools
Re-launch of the School Quality Review process, beginning with seven schools undergoing SQR's (included 30+ staff participants)
Launch of Transformational Leader Pipeline, in collaboration with Talent Division, recruiting leaders for school turnaround (transformation)
SIG Grant award of $17+ million over five years, thru leadership & collaboration with Elevation, Networks 2 & 4, and Linked learning office, to support two persistently underperforming schools in East Oakland


Completion of year-long School Design Cohort that supported the ongoing improvement of Castlemont, Fremont, McClymonds, and Frick
Redesign of the High School Site Planning tool (SPSA) to align to Measure N
Creation of School Site Planning Guide to support annual strategic planning process


Transition of newly expanded KIPP Bridge K-8 program into single site at the Lafayette campus
Negotiation of a stay on CCSA lawsuit re: Prop 39 facilities, through consistently effective practices to ensure compliance
Reauthorization of five charter schools that are meeting performance standards in serving Oakland students
Fall Call collaboration with ELLMA office to support School Re-Design for Dual Language and Newcomer programs in three OUSD schools
Collaboration in the design and approval of the Oakland SOL (School of Language) Distrct-run middle school to launch in 2017-18
Approval of Board to implement School Portfolio Reconfiguration of Sankofa Academy to ensure increased likelihood of future success

SPF Tiering

As part of our Soft Roll-out regarding Defined Autonomies, we have established a 2016-17 Tiering of schools. The Tiering is based on a focus of Academic Growth.


  • Reinforce expectations that specific schools prioritize their resources for certain improvements
  • Guide prioritizing central investments & supports
  • Identify schools who may be eligible (with Strong school site governance) for access to increased autonomies

School Portfolio Management 2016-17 Updates

Oakland SOL - District Dual Language Middle School

Oakland School Of Language (SOL)

  • Establish new District-run Dual Language Middle School to serve students exiting dual language elementary programs & students new to dual language
  • Proposed location: (former) Rudsdale campus @ 70th Avenue in East Oakland.
  • Opening with 75 6th graders Fall 2017 (if approved by Board of Education)

Board APPROVED: December 14, 2016

Sankofa Academy:

  • Investment in Elementary Grades Program
  • Consolidation of Middle Grades (6-8) Program as of 2017-18

Board APPROVED: December 14, 2016

MLK / Lafayette / West Oakland Middle:

  • Invest in PK-8 Continuum Feeder to McClymonds
  • Recommend Phased Reconfigure three schools to single program
  • 2 campuses: PK-3 Primary and 4-8th grade Upper Program
  • Likely a PK-5 and 6-8 program for the first 2-3 years

Board Decision: February, 2017 (Tentative)

Office of Continuous School Improvement

Helps schools and our district become the "Best at Getting Better"

Key Functions:

  • Measuring & reporting school performance annually & throughout the year using SPF and KPI's (district & charter)
  • Designing & implementing tools for strategic school site planning, progress monitoring of programs, analysis and reporting of what's working & not working, and sharing effective practices
  • Identifying schools for Intensive supports or eligibility for Innovation; & coordinating access & implementation of those supports and services
  • Facilitating decision-making and implementation of new schools, grade configuration expansions, & charter reauthorizations, school mergers or consolidations, and school closures
  • Facilitating team responsible for ensuring annual allocation of facilities for new and/or growing schools, changing programs, and charter school requests

We remain lean by collaborating across the district to ensure that Quality is Everyone's Responsibility
