In 1977 a presidential decree divided the country into 8 Economic Regions, and the three governorates of Cairo, Giza, and Qaliubia were designated the Greater Cairo Region.
The urban area of Cairo became metropolitan in the sense that the agglomeration began to straddle three governorate administrative boundaries:
Cairo Governorate (in its entirety)
Giza Governorate (partially)
Qaliubia Governorate (partially)
