Greater Cairo Region

In 1977 a presidential decree divided the country into 8 Economic Regions, and the three governorates of Cairo, Giza, and Qaliubia were designated the Greater Cairo Region.

The urban area of Cairo became metropolitan in the sense that the agglomeration began to straddle three governorate administrative boundaries:

 Cairo Governorate (in its entirety)

 Giza Governorate (partially)

 Qaliubia Governorate (partially)

Cairo: one of the top ranked mega-cities for cost effectiveness

GCR contributes with 44% of Egypt's GDP

There are many reasons to focus on metropolitan governance for GCR:

1. Lack of coordination between the three Govenorates that form GCR.

2. Absence of unitary authority that is responsible of GCR as a whole.

3. The demographic evolution of GCR: GC’s desert hinterland outside the new towns has been very chaotic.

4. Informal Cairo .. Huge challenge.

5. The interference conflict of interests between national and local authorities.

6. Inconsistency of ranges of validity between governing parties.

7. The New Cities and their relation with existing cities in GCR.

8. The Administrative Capital .. A new element for GCR
