2021 OGP Global Summit Communications Toolkit

This toolkit is also available in Spanish and French.

The Republic of Korea will host the 2021 Open Government Partnership (OGP) Global Summit from December 15-17, 2021. As a result of the ongoing COVID-19 pandemic, the Summit will take place mainly online and we are prioritizing a variety of formats for virtual participation during and before the Summit.

The Summit will provide a platform and moment for reflecting on the progress of OGP in its first decade and to present a vision for the future. OGP Global Summit themes will be aligned with the current Co-Chair Priorities: strengthening civic space and public participation, tackling anti-corruption, and promoting inclusive digital innovation.

OGP Global Summits historically provide an opportunity for representatives of government, civil society, and others to exchange experiences, best practices, and progress on open government initiatives and implementation. This will be the 7th OGP Global Summit; previous Summits have been held in Canada, Georgia, France, Mexico, United Kingdom, and Brazil.

KEY MESSAGES

OGP has experienced rapid growth, from eight governments and nine civil society leaders, to 78 national members and 76 local members today. In 10 years, OGP members have made more than 4,500 open government commitments. Out of the more than 2,000 reforms implemented so far, 20 percent have independently shown to truly transform government.

Today, as the Partnership turns 10 we are faced with a paradox. On the one hand, we have collectively built a global and well-functioning platform that, when used, is proven to work. On the other hand, democracy and open government are more at threat today than when we started out.

The OGP Global Summit will feature stories of reformers in and out of government who have made a difference and contribution to our collective mission. We will discuss the many promising reforms made in 2021 and we will celebrate the reformers behind them that are the heart of open government.

Importantly, the OGP Global Summit takes place immediately after the United States Summit for Democracy (S4D) in which OGP is participating and to which more than 50 national OGP members have been invited.

The Open Government Partnership has led a decade of bold transformation and is essential to how commitments made at S4D can successfully move forward. The innovative partnership model pioneered by OGP has emerged as a new standard for delivering better outcomes for global citizens in their countries and communities.

Our anniversary year and these dual summits provide the opportunity to harness the optimism and energy that first launched OGP so that together we meet the challenges of our time, including a democracy renewed by and for all.

CIVIC SPACE PLENARY

Beyond the Ballot Box: Building Inclusive Civic Space

Wednesday, December 15, 2021, 12:00 - 14:00 UTC | 21:00–23:00 KST

In the wake of 15 years of declining democracy trends, join us to discuss how reformers around the world are standing their ground and pushing back against narrowing civic space. This session will consider a wide range of emerging threats, including the improper use of emergency powers, widespread digital surveillance, and encroachments on press freedom. We’ll discuss ideas for protecting and expanding civic space, deepening participation of communities, and policy innovations being progressed in OGP countries.

ANTI-CORRUPTION PLENARY

Holding Power to Account: Diverse Approaches to Anti-Corruption

Recent leaks, including the Panama and Pandora Papers, have highlighted how powerful shadow networks continue to disrupt the operation of democracies and rob citizens of resources meant for essential public services. Join us to discuss how citizens, civil society and journalists are working to uncover corruption, and how reformers in government and the community can help spur new approaches and remedies, including through OGP action plans.

INCLUSIVE DIGITAL INNOVATION PLENARY

Democracy’s Greatest Threat and Opportunity: The Promise of Our Digital Future

Friday, December 17, 2021, 11:00–13:00 UTC | 20:00–22:00 KST

While digital platforms offer unprecedented opportunities to better engage citizens and strengthen access to public information, the power and influence of these platforms has also grown, and safeguarding against the misuse of technology and threats to democracy has now become more pressing than ever. Join us to discuss the outlook for digital governance, and the emerging reforms across OGP countries to ensure these tools deliver on their promise.

Local Leaders Plenary

A distinguished group of local leaders will highlight the efforts local governments are making to combat the challenges of the pandemic through open government. In this roundtable, our panelists will discuss the ways in which feminist approaches to open government can be beneficial in times of crisis to strengthen local democracy.

Africa and the Middle East

Next Frontier: Shaping Societies and Improving Lives Through Inclusion, Equality, and Participation

Thursday December 16, 9:00-10:30 UTC | 18:00-19:30 KST

The COVID-19 pandemic has exerted considerable pressure on countries in Africa and the Middle East, causing socio-economic setbacks as reflected by the shrinking civic space, corruption scandals, challenges in delivering essential services (health, education, water) and exclusion of marginalized communities. This regional session will convene government, civil society and thought leaders from Africa and the Middle East to collectively advance open government values in light of the pressures exerted by the pandemic to achieve equal, fair, inclusive, responsive and participatory processes and societies.

Opening Government in a Challenging Context: A Path Forward

This regional session will convene the Latin-American open government community to discuss the achievements of the last decade and the challenges ahead in light of structural socio-economic difficulties, setbacks to protecting civic space, and declining citizen trust in democratic institutions through an interview with an expert from the region and thematic breakout rooms.

Asia and Pacific

The Future of Governance in Asia and Pacific

Thursday December 16, 2:00-3:30 UTC | 11:00-12:30 KST

In this virtual, high-level roundtable, open government champions from across the Asia and Pacific region will discuss key political, economic, and social trends that are likely to affect the future of governance across the region. The discussion will link to OGP’s founding mission, reflect on its impact in the first decade, and explore ways to strengthen the platform in responding to the emerging/future trends discussed. The roundtable will be moderated by OGP Ambassador and former Prime Minister of New Zealand, Rt. Hon. Helen Clark.

Eastern Partnership and the Western Balkans

EaP-Balkans Ministerial Roundtable on Integrity and Innovation

Tuesday, December 14, 13:00-15:00 UTC | 22:00-00:00 KST

This regional session will bring together decision-makers and open government leaders from the Eastern Partnership and Western Balkans to discuss challenges in a post-COVID world and draw a future-positive roadmap for a regional reform agenda. High-level remarks will be followed by a round of facilitated interventions from regional ministerial contributors, then the floor will open for a discussion with the audience.

COMMUNITY DIALOGUES

OGP is hosting a variety of community dialogues, a space for the open government community to engage and discuss open government relevant topics with peers in a more intimate setting. From discussing ways to accelerate an Open Recovery to the future of open government, join hundreds of reformers in and outside government for candid conversations about a range of issues.

SHARE YOUR OPEN GOV INITIATIVES

All eyes are on you! In a virtual setting, it’s much easier to share the work your governments and organizations are doing to advance open government locally and nationally. There are many ways to do this:

  • Leverage your existing communications channels. Use channels at your disposal like social media, newsletters, press releases, and emails to partners and other contacts to raise awareness of your organization and initiatives.
  • Let your community know you’re participating at the Summit. Add your logo to this graphic template to share on social media!
  • A photo says more than a thousand words. This is especially true on virtual platforms so don’t forget to use photos and screenshots of your projects to give your audience a clearer idea of your initiative. Use different images that represent your work or feel free to use images from OGP’s Flickr account.
  • Be as brief and direct as possible. Your audience might only have a few minutes to get to know your work so try to accompany any photos with short descriptions of your initiative.
  • Use this toolkit. Feel free to adapt the social media graphics and messages available in this toolkit to amplify your work online. Don’t forget to share your content using the official Summit hashtag #OGPSummit.
  • Share your story! Everyone has a story. Together we have a mission. OpenStories - our new website - tells the stories of reformers inside and outside of government in their own words. Submit your story or video now and share it with thousands of open government reformers.
