Almost £25 million of taxpayers’ money was paid over the past decade to a pro-China business group that criticised Boris Johnson’s decision to block Huawei from the UK’s 5G network.

The China-Britain Business Council (CBBC), a private company, is part-funded by the Department for International Trade.

After the government announced its move on 5G in July, CBBC said: “[We are] disappointed by the decision to block Huawei. This means that British homes and businesses will not benefit from Huawei’s market-leading and competitive products. The Sunday Times has also reported the CBBC had asked FTSE 100 companies to lobby ministers about the risks of Britain’s deteriorating relationship with Beijing.

Matthew Rous, chief executive of the CBBC, told The Times: “We have a long history with DIT and its predecessors. Indeed it was on the recommendation of the old DTI that we came together in our [present] form. There was a grant in aid for many years which varied in size — a matter of public knowledge. In 2017 at DIT’s request we signed a contract. It’s all in our financial statements.

The company would continue to advocate for the UK-China commercial relationship and he said it had expressed “disappointment” about the Huawei decision and did not “specifically criticise it”. While members had regular conversations with government, lobbying ministers was not something they were “doing as the executive team”.

Iain Duncan Smith, the former Tory leader, called for public funding to be withdrawn. “A body like this, if it’s what certain companies want, they are of course free to set it up and pay for it themselves,” he said.

Tom Tugendhat, chairman of the Commons foreign affairs committee and a founder of the China Research Group of Conservative MPs, said: “The UK’s trading relationship with China is vital. It should be used to promote the success of British businesses and the interests of the UK. It would be better if CBBC used its funding to promote the values which should underpin that relationship, rather than to defend companies such as Huawei.”

The total amount paid to the CBBC since April 2011 is £24.7 million, according to government transparency data. The most recent payment, in April 2020, was for £380,367.77.

A Department for International Trade spokesman said: “We work with CBBC and other partners to provide support services to UK businesses looking to start, restart or grow exporting to China.
