USAID is committed to working with communities to strengthen their resilience to recurrent crisis. By doing so, we will promote pathways towards thriving, while reducing reliance on humanitarian assistance. Strengthening resilience also enables households subject to complex risk environments to escape and remain out of poverty over time. As a result, USAID has elevated resilience to an objective in the Global Food Security Strategy, thereby prioritizing approaches that strengthen households' and communities' absorptive, adaptive, and transformative resilience capacities. The measurement options provided below are designed to help USAID staff, partners, and stakeholders capture the effects of their resilience investments. They are intended to guide monitoring, evaluation, and learning practitioners, but should be adapted and refined depending on the specific context, goals, and needs of the user.
