CONSUMER AFFAIRS, 10:30 a.m., Room B-31, Main Capitol

 Public hearing on HB 1782 (Rep. Sheryl Delozier, R-Cumberland): Clarifies the Public Utility Commission’s authority to approve, but not require, specific alternative ratemaking mechanisms that are petitioned by electric distribution companies and natural gas distribution companies.

LABOR AND INDUSTRY, Noon, Room G-50, Irvis Office Building

 HB 1641 (Rep. Bryan Cutler, R-Lancaster): Establishes the Employment First Program to promote the employment of people with disabilities at competitive wages by Pennsylvania employers.

 HB 1915 (Rep. Rob Kauffman, R-Franklin): Ensures the completion of updates to the Unemployment Compensation (UC) program’s computer benefits system and ends the state supplemental funding.

TRANSPORTATION, Noon, Room 205, Ryan Office Building

 Informational meeting with a briefing by the Pennsylvania Turnpike Commission.

HEALTH, Call of Chair, Room G-50, Irvis Office Building

 HB 1548 (Rep. Kristin Phillips-Hill, R-York): Amends the Breach of Personal Information Act by strengthening notification procedures in the event of a security system breach of databases containing personal information.

 HB 1677 (Rep. Jason Ortitay, R-Allegheny/Washington): Amends the Human Services Code to replace the term “day care” with “child care.”

 HB 1829 (Rep. Aaron Bernstine, R-Beaver/Butler/Lawrence): Provides greater access to in-home care by extending “presumptive eligibility” to those who meet the qualifications for Medicaid and who wish to remain in their own homes.

 HR 519 (Rep. Matt Baker, R-Bradford/Potter/Tioga): Recognizes that pornography is a public health hazard leading to a broad spectrum of individual and public health impacts and societal harms and acknowledges the need for education, prevention, research and policy change at the community and societal level.

Session

On Monday, the House will convene at 1 p.m. for legislative business. The members will vote the uncontested calendar and Rule 35 resolutions.

• HB 448 (Rep. Jesse Topper, R-Bedford/Franklin/Fulton): Requires the Pennsylvania Office of Attorney General to establish ongoing communication with the Pennsylvania Department of Aging in an effort to further identify potential patterns of financial exploitation of seniors.

• HB 1588 (Rep. Russ Diamond, R-Lebanon): Requires the Department of Aging to cross reference its list of beneficiaries with death records maintained by the Department of Health on a monthly basis.

• HB 558 (Rep. Gary Day, R-Berks/Lehigh): Authorizes volunteer fire relief associations to use relief money to pay the cost of obtaining CDL licenses for firefighters to drive fire apparatus.

• HB 1793 (Rep. Alex Charlton, R-Delaware): Creates the Pennsylvania Commission for the United States Semiquincentennial.

Votes on Concurrence

• HB 1388 (Rep. Rich Irvin, R-Centre/Huntingdon/Mifflin): Reauthorizes the Children’s Health Insurance Program (CHIP) until Dec. 31, 2019.

• HB 1490 (Rep. Mike Turzai, R-Allegheny): Places the Pittsburgh Water and Sewer Authority under the regulatory jurisdiction of the Public Utility Commission (PUC) and requires the PUC to use an imputed capital structure when setting rates for customers served by a municipal-owned water or wastewater system beyond its municipal boundaries.

 SB 497 (Sen. Elder Vogel, R-Beaver/Butler/Lawrence): Eliminates the waste designation for steel slag when it is being sold in the stream of commerce and is not a discarded material.

STATE GOVERNMENT, Call of Chair, Room G-50, Irvis Office Building

 HB 1773 (Rep. Matt Gabler, R-Clearfield/Elk): Repeals the Private Road Law.

JUDICIARY, Call of Chair, Room 205, Ryan Office Building

 HB 983 (Rep. John Lawrence, R-Chester/Lancaster): Prohibits the award of alimony pendente lite to a spouse who has been convicted of a personal injury crime against the other spouse.

 HB 1644 (Rep. Kate Klunk, R-York): Creates a uniform standard of practice for collaborative law in Pennsylvania.

 HB 1738 (Rep. Ron Marsico, R-Dauphin): Allows certain officers of non-municipal police departments to respond to emergencies outside their jurisdiction.

 HB 1918 (Rep. Kristin Phillips-Hill, R-York): Updates Pennsylvania law regarding prevention, elimination and punishment of the use of fraudulent credit card devices.

• HB 74 (Rep. Pam Snyder, D-Fayette/Greene/Washington): Includes motorcycles on the list of vehicles covered under the Automobile Lemon Law.

• HB 122 (Rep. Aaron Kaufer, R-Luzerne): Establishes the Project Lazarus Commission consisting of legislators and administration officials charged with developing a best practice model to help counties build comprehensive programs to address the opioid crisis.

• HB 1024 (Rep. Kerry Benninghoff, R-Centre/Mifflin): Establishes a state registry within the Department of Human Services of individuals convicted of assaulting adults with special needs or neglect of a care-dependent person.

• HB 1460 (Rep. Brett Miller, R-Lancaster): Establishes standardized management fee reporting for SERS and PSERS developed by the Institutional Limited Partners Association’s (ILPA) Fee Transparency Initiative.

• HB 1846 (Rep. Brian Ellis, R-Butler): Amends the Breach of Personal Notification Act to require notification of a breach from the entity where the breach occurred to the affected consumer and requires entities to develop policies to safeguard and discard personal information.

• HB 1847 (Rep. Michael Driscoll, D-Philadelphia): Amends the Credit Reporting Agency Act to eliminate credit freeze fees and provide monitoring and free credit reports after a breach has occurred.

• SB 656 (Sen. Wayne Fontana, D-Allegheny): Authorizes a governmental unit to use public funds for the replacement or remediation of private water laterals and private sewer laterals that are connected to public systems.
